Christmas Cracker Paper Hats - With Red and Green Snowflakes

Although Christmas crackers were invented in the mid 1800's, it wasn't until after 1900 that paper hat 'crowns' were first introduced as a regular cracker component.  It was Tom Smith's son, Walter Smith, who first introduced the paper hats.

What do the paper hats represent?  Likely royalty.
